22-36 Carb

My friend has a beautifully restored 1929 22-36, and has been having carb problems lately. What he wanted me to ask all of you is what does the large thumbscrew on top and center of the carb do? He normally when starting the tractor pulls two quick short tugs with the choke on and spark off, he then turns the choke off and the spark on and bingo she fires right up! But lately he's been having a harder time starting her and been getting some black smoke in the exhaust, this is something that is new and not normal. Your help will be greatly appreciated. Brian
