The F-12/14 power lift is a pretty straight forward operation. The pump is on the left side as viewed from the seat, and is a simple two-gear pump driven off the transmission, running any time the clutch is out.

There is a cast manifold between the pump and the lift mechanism, with supply and return runs separate in one casting.

The valve fits on the front of the lift housing, and has two positions: All the way up or all the way down.

The lift itself consists of the lift housing, the lift arm or rotor, and a spring-loaded vane in the lift cylinder. As the lift vane reaches one end or the other of it's travel, it uncovers a bypass hole that lets the pump circulate oil at all times.

It uses regular gear oil. I use 80/90 in mine.

There are really only a couple of things that will cause it not to work at all: No oil in the system, or the pump not turning. The pump shaft does have a seal on it that will allow oil from the powerlift to drain into the transmission if it goes out, and there are seals on the lift shafts that will let oil seep out. If the oil is just low, the lift should at least move, but may not travel the full distance.

Also, there is a spring loaded pressure relief on the bottom of the pump. It's about 6" long and looks like a piece of pipe with a cap on it.

First thing I'd do is pull the pipe plug on the top of the lift housing and make sure there's oil in it. Second thing would be to make sure the pump is turning. You can pull the outer cover off it (after draining the oil) and then start the tractor and check that the pump gears are turning. I can't think of an easier way to check it.
