Mine acted similar. What I did was take the steering knuckle off and remove the cover plate for the worm gear shaft and put more tension on the centering spring. You might also check the dog that goes from the unit on the bottom of the worm gear to make sure the it is still stradling the part in the worm gear that controls the flow of fluid to the direction that the tractor is being turned. If you remove the left frame rail it will make the job a lot easier.
