Since the PTO hydraulics are self contained in the PTO unit it is highly unlikely that both the hitch pump and the PTO failed at the same time. However they are driven by the same shaft. If the gear at the front of the PTO drive shafts has failed you will lose steering, brakes, and charge flow to the hydro charge pump. The shaft is turning to drive the front pumps but not turning to drive the hitch pump and PTO.
By removing the upper link bracket above the PTO you can see the PTO drive shaft. You can also see the hitch pump and drive gear. You will most likely have to drain some oil out to see much. The correct oil level is the center of the PTO drive line but with a hydro that level is achieved only with the tractor running. Since the hydro tractor does not have a transmission counter shaft in the center section, by removing the bottom cover you should be able to see some in the too. I don't remember if you can see the actual coupler.
