Clutch problems on 1486

I have an IHC 1486 whose clutch pedal doesn't return after being disengaged. I can tell you it isn't return spring related nor is it related to the clutch, pressure plate, release bearing or flywheel, they've all been replaced. The problem is hydraulic, I think. Sometimes the clutch pedal will stay on the floor and can not be returned, even after attempting to lift the pedal manually. Shuting the engine off will cause the pedal to return immediately. Problem appears to be more pronounced after having used the clutch a lot (hooking up implements). I've spent thousands $$$ on this problem at "certified" IHC repair facilities and before I spend anymore I need to find out the root cause of the problem, not guesses. Maybe someone out there knows how to get in touch with Case/International factory service. Thanks,
