Since the steering is good the first thing I would check is the power brake valve. There is an orifice under the inlet line fitting to restrict the oil flow to one GPM. The 706 uses an open center brake valve so if that orifice comes out it can dump too much oil through the valve and cause loss of pressure in the TA system. Try shifting the TA while applying the brakes. If that improves the shifting the orifice may have come out. Remove the line and fitting to get access to the orifice.

Problems in the MCV assembly may be a blown gasket, broken spring on the pressure regulator valve, or a stuck regulator valve. The TA may also have too much leakage, usually worn sealing rings and bushing on the input shaft.

With the open center power brake valve you only have two GPM available to the TA. Later tractors used a closed center valve so they have three GPM available.
