Mike, I just looked in my parts book for my A, it looks like the weights have to come off, then the shaft pulls out towards the rear of the tractor. I rebuilt the governor on mine the winter before last, but did not remove weights or shaft, just gov. housing it runs great now, can idle it down now too.
