A small pin in the bottom internal part of the PTO control valve will sometimes break. This lets the part of the valve remain dormant, and no pressure is ever built up and directed to the PTO clutch. You can check to see if this is the problem, by taking out the plug below the PTO valve. Be sure to catch any pieces. A tapered valve piece, and spring, along with the thin rod which connects the bottom spring seat will fall out if the thin pin has broken. You may need to remove the PTO unit to fully disassemble the valve. I repair this problem by using the extra stiff wire of an old choke cable.
