Oil routing on H Head

I still have the H engine torn down trieng to figure out why it stopped turning over. In taking the head off we remived a copper tube that ran from the back of the head to the front of the head. On the front of the head there another copper tube that exited the head just below the thermostat and when tothe top of the governor. On the back of the head ther was a fitting for another tube of something to be connected up. There was nothing connected here.
Investigation showed that the connection on the back of head was routed internally in the head to the copper tubing that ran from the back of the head to the front and then out through the copper tube by the thermostat and off into the governor. One might assume that it was for routing oil to the top of the governor.
Does anyone know what this tubing is for? Does it hurt anything that the connection on the back of the head is missing (external to back of head)?
