I think you need to completely remove the carburetor. Inspect the ears on the throttle shaft, and inspect the little tang on the shaft coming from the governor, and while you are looking, make sure the throttle plate is still attached securely to the throttle shaft. If all of those things check out, then it is time to remove the cover from the governor and have a look inside.
