Sounds like you did everything right, BUT, make sure the float does NOT leak, is not dragging on the sides of the fuel bowl, and make sure that new float valve seat has a good gasket under it and that it is good and snug. If the float is right, and the float valve and seat are right, there should be NO gas leaking from the choke shaft area. Also, 3 turns out on the high idle screw (bottom) is enough, no need for any further adjustment unless the engine stalls or sputters under FULL LOAD. The idle/air mixture screw (top) is set at 1 1/2 turns out, and is only to be adjusted for a smooth idle AFTER the engine is warmed up.
