A IHC Tractor

I have a modle A IHC tractor and would like to know what the small crank up by the chock lever was used for. It is a 5/16 rod that runs down by carburator towards the bottom of the radiator. There is nothing hooked to it. I am restoring this and plan to use is for cutting grass with a belly more installed under it. This is the sec. one I am rebulding and can not find out from any one on the small crank rod going to bottom or radiator.
