Is the shaft the problem? I have removed them and welded the shaft and then turn them back to the original diameter. A person could grind it back to size and finish with a file and sand paper. To much heat will distort the shaft though. After that the pedal has been good enough to use without reworking the pedal. The cast iron pedal is more wear resistant than the steel shaft. SDE
