Ed - The Red's suggestion below is a good one (as usual!) But while you have the carb loose, also try moving the throttle plate by hand with the governor handle set at "idle". Plate should move easily with no trace of binding or slack. If it doesn't, suspect a bent or worn throttle shaft, either in the carb itself, or the horizontal connecting shaft. Also have you tried swapping carburetors from another tractor??? When you get this resolved, please post your solution!
