Ed, Please don't laugh at this because I'm a Farmall wanna-be and gonna-be, but all I have are old A-C's now. The first A-C that I got was an old Model B and the governor on it surged terribly. I replaced and checked everything that everyone suggested just like you, but nothing helped. Later, after I tried everything else, I found by accident that I had the linkage spring installed backwards. In other words, I thought that the spring was supposed to pull the carb. linkage to the closed position, when it was really supposed to suppress the linkage from surging. The pictures in the parts manual didn't show where to hook the spring so I hooked it like a car carb. return spring. So, what I was doing was actually making the surging worse. I don't know much about the governor linkage on a Farmall, but I learned quickly about the linkage on my A-C. FWIW. Good Luck!
