If you're running straight water, it will evaporate some, but I suspect the level that it's falling to is it's natural level, as there is just about a quart's difference between the top of the neck and where it will settle down to on its own.
You couldn't rule out a crack in the head or a bad head gasket that's letting some of your coolant get into the cylinder and burn off as steam, but you should be noticing the steam (as white smoke) if that's the case. If it's running right, I'd consider this the last thing to look at and only when everthing else has been eliminated.
I'd try draining and refilling with 50/50 antifreeze and water and see if it drops down to one level and stays there without overheating.
