Fudd- Sir! See if you're getting oil down thru the thing, from that tube coming outta the front of the head. Pull the tube, run a speedo cable, or whatever thru it, give it a 175# shop air blow job, and generally make sure that everyting is getting lubed as was designed. Keep in mind that just one mud wasp doing his/her thing can bring one of these big machines down! Inside that governor box, see page 49 I & T book will probably help you, give everything a big drink of penetrant. The linkage friction points, from the change speed lever back to the hand throttle, no doubt could use a shot of oil. Another can of snakes in this is that the distributor centrifugal advance mechanism may also be part of the problem. Shoot a bunch of penetrant into the distributor centrifugal advance mechansisms. Take out any little pipe plugs in that area and give them holes a big drink of penetrant. Spark timing needs to "crisply" follow RPM. If it don't, you've already described the symptoms.
