International 404

I bought an International 404 last winter, and it just sat until today I finally had some time to work on it. It is an ex-NY Thruway mower tractor, and I bet it was pretty well whipped thirty years ago when my neighbor bought it. It has seen some hard times since then.
The starter button is gone, you stick a screwdriver against the contacts to start it.
It has no power steering and never had a three point hitch.
It has a hydraulic pump, but no valves.
One of the fenders looks like something caught in a tire chain and grabbed it.
It has two mismatched truck tires on front.
Brush paint job, dark blue/black over the NY State yellow.
The seat spring was broken and welded back on, with a piece of 2x6 jammed under it to keep it in place if the weld breaks.

It had a Mickey Mouse draw bar, which I replaced with a modified (gasp, choke) JOHN DEERE draw bar. I hope it doesn't cause tissue rejection.

I started with an oil change today, the stuff that I drained out was disgusting black glop. There was no oil filter, just an empty canister. How long should I run it before I change it again? surely not the full 100 hours.

The rear tires are very new looking, but show a little cracking. They are tremendously oversize, maybe 14.9x24. The previous owner widened the rims to mount them, and cut the power adjust bars, so that they don't work. I checked the pressure, the gauge just barely moved off zero, but the tires stand right up and don't bulge at the bottom. What is the least pressure that is safe to run? I want the tread to lay flat, but I don't want the tires to be damaged either.

I guess you can get an idea of what looks like. I will try to get some pictures posted soon.
