The fact that choke aids the symptoms tells me to keep looking at the fuel side.
There isn't a lot there...
I'd pull off the fuel line to the carb and check for gasoline flow.
Also a good idea is to split & drain the carb bowl. I'd check the freeness of the needle valve (actuated by the float).
If enough water gets inside there (it is the low point of the system)...eventually it will get to the point where the tractor don't like to run on water 8-)
