Unfortunately you have fallen for the biggest scam... NEVER buy a new carburetor. If it doesn't look broken, it isn't broken, and any carburetor problems can be fixed with some cleaning solution and a $25 rebuild kit.
That said, there is nothing wrong with your old carburetor. Hopefully you can take the new one back for a refund.
Something broke in the linkage from the throttle lever to the carburetor. You need to start at the throttle lever and follow the linkage down to the governor, which is on the left front of the engine connected to the carburetor by a tube. The problem may be inside the governor too.
Also make sure that the little drive dog from the governor properly engages the throttle plate where the tube connects the carb to the governor.
