PD, Are you pulling the lever into the locked position? I assume you are. Then the first step is to adjust it like other posts stated. But if adjustment doesn't help, you do not have to split the tractor, as the pto unit is self contained at the rear, and it can be easily removed as a copmlete unit, and either you can O/H it, or you can carry it to a place that can O/H it. Good luck, and hope adjustments do the trick.
