That "whining" noise could actually be a sign of a dirty screen or plugged orfice. Do you have a manual? The screen protects the orfice from plugging up. I had a broken screen which allowed dirt to plug the orfice and the whining and vibrating of the tubes were evident. On the head of the TC Unit there is a plug with a 1/4" square hole in it. Use a 1/4" ratchet to remove, then reach inside with a flat screw driver and thread out the orfice and screen ( 1 piece) and check it out for dirt. You should be able to blow air through it. The orfice is located in the center of the screwdriver slot. This is how I fixed mine.
