That is not uncommon. Remove the link from the governor arm (behind gov.) Put the throttle hand lever wide open. with your hand, pull the governor lever to its full open position (internal stop). Now see where the linkage is related to this position. The lonkage needs to be short enough to pull this lever to that full open position. If it does with the pin in it it is as good as it can be. If the throttle lever is going back toward idle on its own, it needs to be tightened (if a friction disk type) or have some filing and possible weldup of the teeth/notch/pawl if a ratchet type. JimN
