#1 remote has priority and the other remotes will drop off until #1 is satisfied. Slow #1 down and the others should pick up. I assume that all the flow controls on the valves are free to turn and are turned to the max position. Did you have the flow control spools apart? Make sure the springs under the spool aren't broke and the little roll pin for turning the spool haven't broke off and the ends started floating in the system somewhere and that ALL the orings are good. I'd start on #1 first or just go through the whole valve stack and be done with it. It's your overhaul! Keep me posted if you could please.
