I'm assuming you have the transmission driven PTO, not live PTO. Any oil leaking around the seal would be from the transmission. It's an easy job to replace the seal. Just unbolt the bearing retainer that contains the seal and slide if off taking care not to pull the PTO shaft with it. You can then press the old seal out and a new one in. You will need to clean the PTO shaft really well and make sure no burrs or rough spots on it that would damage the new seal before you slide the new seal on. You will also likely need a new gasket for the bearing retainer. This seal change can be done without draining the transmission. You just need to park the tractor on a fairly steep slope so the transmission fluid goes to the front and away from and below the level of the PTO shaft.
