The problem is in the draft poppet valve system. The most likely cause for this is a blown o-ring or a plugged orifice on the poppet valve. Oil flows first from the rear hydraulic pump to the draft control assembly where hydraulic pressure moves the valve to allow oil to go to the auxiliary valves. A movement of the draft control valve causes a pressure drop which moves the poppet valve to give the draft system priority over the auxiliary valves. In your case, putting the auxiliary system on high pressure causes high pressure in the whole system back to the pump which then makes enough pressure available at the draft control so that it works as it should. Unless you have other problems you should be able to service the problem through the small cover on the front of the hitch casting.
