Hi, probably a stuck valve in MCV or dirt somewhere. With 3pt lever about 2/4 way to top, try pulling the remote hydraulic outlet control lever until you hear the hydraulic relief valve buzz. Raise the draft control level all the way to the top, normal position is all the way forward, also try moving the Raise/Response lever (beside PTO lever) one way then the other.
