The 23 will be the best all around. Even if it reves way up, it will still lug its way down to lower rpms, so best to be conservative and start small. Where are you running on the hitch specs???? For what you have, it should pull very strong with a clevis bolted to the horseshoe drawbar, in the 3500-4500lb, "farm stock type low gear 3mph or less type of pulling" Even if the rules say you can run em closer and higher, if you dont have alot of power to handle the chassis adjustments, you simply back off the adjustments till it starts pulling a little more, and stalling a little less. You wont stall a 45 hp H pulling off the horseshoe part of the hitch and a clevis set at 17-18 inches high, even with 15.5, it will spin if its 45 hp. Hope this helps. But go with a 23,,,, Super H thru 300 was famous for the 23. Chad
