The cylinder for the flow control valve passes entirely though the regulator and safety valve block which is in front (back?) of the auxillary safety valve spring #24. Therefore, I think there must be something the spring is against before this cylinder. The only thing I can figure out is the plug #26 (sometimes called a fitting or seal) must come out. But the head of it is smooth. I, my local IH shop foreman and the local hydraulic shop are all stumped. I am now trying an old IH mechanic who is checking his books for me to see how this is done. If I have any success, I will post back. The screen you said to check is clean.
