Ken, I usually have a couple of 06 through 66 Series do this every year. First thing you can try is this: look at your MCV, on the rear side(the side facing the drawbar end of the tractor) of that MCV you will find an electrical sending unit. Underneath that, you will see 2 plugs screwed into the valve. Screw out the smaller one(5/8" wrench size if I remember right). Crank the engine over briefly & see if oil comes out of that plug. If it does, put the plug back in & see if your steering works now. Most of the time, the power steering pump wears internally enough so that it cannot prime itself when it cannot produce power steering. The pump has to share the filtration with the rear pump that runs the remotes & hitch. What can happen is that the rear pump, because it is only a foot away from the filter, can actually pull oil away from the front pump through the filter. With a weak front pump, it cannot prime itself & have the problems you are describing. If you want to live with it, you can probably just remove the plug like I describe. If you want to really fix it, you will probably have to replace the front pump. This problem was remedied on the 86 Series with a supercharge line that hooked the 2 pumps together somewhat eliminating this problem. Hope this helps.
