From the parts diagram, it apperars that the two bolts are a plug, and a filter drain. The filter like plug keeps fuel from building up in the air intake. The other allows draining the carb. Go to caseih.com, then choose your country, then search for parts, then begin your search here, then type in 404 in the model box. then choose fuel system, then carb, then Marvel. The needle and seat (controlled by the float are leaking fuel even though the float is working. The needle and seat are either worn out, or there is a piece of rust, or flake of foreign material in the hole where the needle seats. If the needle is smooth on its tapered part, and has no wear groove, it is pronably crud in the hole where it seats. A new needle and seat may be needed. Always shut off the fuel at the tank when the tractor is shut off. Gravity fuel systems are like having a fuel pump run all the time. These things can flood and leak out all your gasoline. It also can fill your engine with fuel (not a good thing). JimN
