You can use electrolysis for this also. Use a nail or peice of rebar for the electrode and hang it by the wires into the tank and simply fill the tank to the brim with electrolyte. Be sure to set the tank on a pan or something cause goop bubbles out.
I've got one M tank I'm doing now and when I'm finished I'm going to reverse the process and attempt to re-galvanize the tank. You ought to be able to reverse the polarity and using a chunk of zinc (boat anode, water heater anode) in place of the electrode and coat the inside of the tank with zinc.
This is an experiment I'm in the middle of so I'm not sure but it should work.
If you go with a sealer then the best I've found is made by POR-15. YOU MUST FOLLOW THE DIRECTIONS TO USE IT!
