The problem before you worked on the carb was likely a fuel flow problem, perhaps because it ran dry and you stirred up crud when you put gas in the empty tank partially plugging the outlet. A temporary fix, permanent if you're lucky is to run a wire inside the tank into the outlet and dislodge whatever is in there -- may or may not plug again. Also remove the fuel line AND the fitting that screws into the carb, there is a screen inside the fitting. The throttle control problem is probably because the attachment between the carb and the governor (inside the tube between the gov and carb) was not made correctly -- the rod must fit into the notch, hard to see when you are reassembling.
