If you arent changing the sleeves i would take the radiator off and then the lower housing on the block and back flush that area as the holes where the coolant goes down by the sleeves could be plugged.Clean that area out as ist probably got lots of junk in there using a good lite you can see if you got the junk out. I just tore down three blocks and the rust and crud in that area was bad.
