Super A Charging, needs flash; Followup

Got a chance to mess with it today. First off, its a 3 brush gen and 3 position light switch (off being one of the positions). This is a 1950 tractor.

I grounded the f term on the generator and she started charging, pulled it off and it stopped. Then while it was running I started tapping on the arm of the voltage/current relay (smaller relay, even though it was already making contact) and the cutout relay closes and it starts charging. Back the throttle off and it kicks out, just like it should. Even though the smaller relay (voltage/current) was making contact, it still wouldn't close the cutout relay until I opened the contacts and let them close a few times under its spring tension. I went back to tapping on the smaller relay, opening and then letting the contacts close and the cutout closes and it starts charging, without fail every time. I drug some 400 emery through the points of the voltage relay (couldnt find any of my dozen or so burnishing tools after looking a half hour) and it appears to be a bit more reliable but still wont charge on occasion. Then I started cycling the light switch while it was running and sometimes it starts charging and sometimes not, almost seems load dependent. Gen puts out good voltage, I didnt get a chance to run through all the instructions in the last post you all responded to, cold and dark out. It just seems to me that the smaller relay, for some reason isnt making good enough contact to close that cutout and send volts to the batt. New regulator, new batt, this was the tractor that I completly restored 2 years back, new harness, etc., all wireing is correct. I am begining to think a new regulator doesnt mean much, it was a Tractor Supply unit and worked fine for a week or so. Any ideas?
