You need some stuff called creeping oil.
Old timers know it as Kryoil. Smells real bad but does the trick. I use this stuff all the time and you need to let it work for a few days.
It will allow you to get everything apart with damaging critical parts. If the top of the sleeve is rusted real bad hone it a little and really clean it up before adding the oil. If you dont want to take the motor apart let this oil work for about a month. It will usually move after that depending on how bad the rust is.
These are the motors I usually end up with real cheap because no one else can get a motor unstuck quite like i can.
Dont attempt to free up the motor by doing any thing other than using a hand crank or taking it completely apart. If you work slow and be patient you can usually reuse most of the parts.
If you do get it unstuck without taking it apart the rings will probably be stuck in the grooves of the piston and result in low compression. I have found that if alot of water has gotten down in the cylinders -- take the motor apart.
If its just stuck and there isnt much rust in the cylinders -- then let the oil work for a while. I know im going to get some comments on this Kryoil stuff but let me tell you from alot of experience. This stuff will out do anything else that is out there -- Put some of it on the lug nuts of a truck tire, torque them down, drive around for a couple of days and see how many lug nuts are still as tight as they were. the one or two that are still on the tire are probably loose.
