Check the steering column. If you have the worm gear bearing seated well, the steering column may be loose or bent. This is the structure that holds the steering wheel. It should have two set screw rings around the steering shaft to hold it in place.
Also, if you have the tractor jacked up and have loosened the frame rails, you may be out of alignment there, that is, if the frame rails are loose and hanging down toward the front, the steering shaft will be too short. Same thing if the bolster has been loosened.
