I'll guess it is a two speed system with the ability to slow down every gear to some extent. It would not be a M&W clutch device they disconnect the pinion. If it shifts a gear set between the differential shaft and the bull pinion (it must do something like that) it would allow gear reduction. Clutching would be needed, and so would the continuous action of the differential gears like it was going in circles all the time.
