Live hydraulics or belly pump?
If you don't have hoses or pipes running to the housing in front of the distributor, that is not a hydraulic pump. All that is, is a spacer. It has engine oil in it, which looks a lot like hydraulic fluid because basically they're the same thing.
If it's got a belly pump, you need to pull the lever on the right side of the tractor, and lock it back to get pressure. Your foot can't be on the clutch pedal either.
