Hugh, I think I'd go ahead and cut the head of the bolt off, slide the pump off, cut bolt again so that you have about 3/4" of it sticking out past the mounting surface, then go to work with the torch and welder. Try heating bolt cherry red and then allow it to cool on it's own. Then weld a nut to the end, allow to cool, and hopefully it'll spin right out. If it turns but turns hard, work it out and back in 1/8 of a turn at a time while spraying with penetrating oil. This may sound like a lot of work but you'll be kicking yourself if you break it off below the surface. Apply never-seeze to the new hardware.
