When you said that you retapped the threads on the broken head bolt hole, I assume that you ran the correct size tap to essentially clean up the existing threads. If some of the threads were destroyed by the removal process, retapping the hole will not replace the missing threads and consequently, you have a loose head bolt. A heli-coil kit will work if properly installed. This process can be tricky. If you are not concerned about 1 different size head bolt, drill and retap the hole to the next bolt size. The clearance hole in the head will have to be drilled to the next size also. A grade 8 bolt available at an auto parts store or industrial supply house will work just fine for a head bolt.
