I've never seen or heard of an F14 with a two point hitch on it. If it truly is an F14 with a 2 point hitch, it was done by someone with good fabrication skills and the tools to make the parts. There would be no kits available with ready-made parts to do this kind of conversion. But with a well equiped shop, some fabrication skills and the time, anything is possible.
