Farmall M Governor Problems - ?

Hello! I've recently developed a problem with my M tractor. It will no longer respond to advanced throttle positions with an immediate increase in speed/rpms. With the throttle set to slowest position, the tractor runns smoothly at slow speed. As the throttle is increased, there is no immediate response, just a very slow gradual build up in speed as long as there is no load on the tractor. If you begin to put any load on the tractor, it slows right down to slowest speed. I have examined all of the linkage and internal governor parts as per cut-away diagrams and everything seems ok, no obvious broken parts. Everything also seems to be moving, including the connections to the carburator. Any possible ideas as to what the problem might be? Basic worn parts?
