There could be a dozen causes. Lots of stuff can go bad in there. Doubtful that the clutch rusted to the flywheel, but that does happen. The clutch could simply be out of adjustment. Have you tried adjusting it lately? Something may have broke, including the throwout bearing, or maybe even the release lever on the shaft. Does the pedal feel different? Without more information, any guess is just a that, a guess. Could be right. Could be an expensive wild goose chase. Farmall 350? Can't remember if there's a cover on top or on on the bottom, but it may behoove you to check for one, and remove it if you do find it.
