300u carb

A couple of seconds after I start my '56 300u tractor it starts to spit gas out the air horn of the carb than it dies. Is it the valves or the rings? Also I uses an 8 volt battery on my 6 volt system how do I adjust the volt regulator to keep it charged thank you Mike
