I believe the on-off switch (which is a PUSH-PULL type, not a toggle!!!) is installed in a hole in the bracket that holds the hydraulic rod, down near the base of the steering post. If it doesn't have hydraulics, the switch probably belongs in a plate in the same location. In the electrical box, it should be the ammeter, light switch, and a fuse, from top to bottom IIRC.
