560 diesel hydrualic problems again

yesterday my dad posted a message about the 560 diesel we are restoring and how the 2pt hitch does not want to move up and down because of air in the cylinder . Well we got any air out that was in there and it still wont raise/lower . i was just wondering if it should matter what set of holes the hoses go into ? i have posted a diagram of the back view of the panel of hoses under the seat of the tractor . any other help/tips would be appreciated .
