I had the same problem with worn splines. This is what I did. I drilled three equally spaces 1/4 in holes between the steering arm and the splines. Its not easy and you will go through a lot of drill bits or sharpen them a lot. You only want to drill down to the lock ring about one inch. I then drove a 1/4 inch roll pin in the hole and then an 1/8 inch inside the 1/4 inch one. Then I just proceded with the next hole etc. This will take all the slack out. I did this 5 or 6 years ago and it is still tight. RR
