Yes, it should be more-or-less parallel to the block. The top housing rotates on the tube. Just loosen the nut-and-bolt "setscrew" and rotate it. I don't recall right now if the linkage arm inside the housing is keyed to the shaft or not. I think it may be, in which case the whole assembly will have to be taken out and repositioned. If not, you can just loosen the pinch bolt on the smaller arm to the carb and rotate it on the shaft.
