Super A -Alt Amps

1948 Farmall Super A, converted to 12 volt... A while ago I had to rev the engine up as far as it would go to get the alt to kick in. When I did this it would peg all the way over past 20 amps change and then slowly work back down to 4 or 5 amps charge. I decided I didnt like this so I took the alt off and had a smaller pulley put on and a little bigger gap on the pulley where the belt would fit down in there better. Got it back on and now the alt kicks in right off and charges at about 4 amps no matter the throttle. Today when I brought it inside I turned the lights on and looked at the amp meter and it showed a discharge of about 4 amps. Turned the lights off and it kicked back to charge. I did that a few times and then I thought it shouldnt do that cause it would eventually discharge the battery if the lights were on for a long time. I did rev it back up for a little while but it didnt change anything, might not have let it rev up long enough. I didnt drive it or let it run very long to check it out any more. Does the discharge sound right?
